2.1 Applicant Type / 申请人类型

Chinese: □ 个人申请人：持有香港居民身份证，年满18周岁及以上，无任何不符合CCMF申请要求的关联项目或任职经历。

□ 公司申请人：于香港成立及注册（或正在注册成立）的有限公司，所有创始人/共同创始人及董事年满18周岁及以上，无任何不符合CCMF申请要求的关联项目或任职经历。

2.2 Eligibility Confirmation / 资质确认

Chinese: 1. 申请人（个人/公司创始人/董事）未同时担任香港设计中心或香港科技园公司运营的任何种子资金计划、前期培育计划或培育计划资助的相同或相似项目，或性质相同或相似公司的创始人/共同创始人/董事。

  1. 申请人未使用曾获得CCMF计划（包括CCMF-香港计划、数码港大湾区青年创业计划及「数码港‧大学伙伴合作计划」）或数码港培育计划（CIP）资助的相同或相似项目申请本次CCMF资助。

  2. 申请人未同时申请「数码港创意微型基金」（CCMF）及「数码港培育计划」（CIP），若有相关申请，将严格遵循数码港相关规定。

The applicant has not applied for both the “Cyberport Creative Micro Fund” (CCMF) and the “Cyberport Incubation Program” (CIP) at the same time; if there is a relevant application, it will strictly follow the relevant regulations of Cyberport.

English: Aiming at the four major long-standing pain points in the traditional content industry, combined with Web3, AI, and blockchain technologies, we provide precise solutions, which fully align with CCMF’s review preference for projects that “solve industry pain points and have innovative value”:

  1. High Commission Pain Point: The commission rate of traditional platforms is as high as 10%-50%, squeezing creators’ income. This project implements a zero-commission model, only charging about 1% tool service fee, allowing creators to retrieve all core income. 2. Copyright Protection Pain Point: The traditional copyright deposit process is cumbersome and costly, and it is difficult to trace plagiarism, idea plagiarism, and piracy. The cost of rights protection is high (tens of thousands of Hong Kong dollars + half a year). Under the traditional model, manual review (slow) + post-event litigation (expensive) = plagiarists make steady profits while original creators starve[cite: 3]; this project builds a “Copyright Immunity System”, realizing AI real-time fingerprinting (fast) + zero-cost positioning (accurate) = making plagiarism economically unprofitable[cite: 3], reducing the cost of rights protection to zero and increasing efficiency by 100 times. 3.   1. AI-Driven Dynamic Forensic Watermarking: This is not a simple watermark, but “Differential Content Generation”. Through LLM, on the basis of maintaining the original literary meaning, micro-adjustments of word order and synonyms are made to each reader’s reading version, realizing “every work has a source, and piracy can be traced”. Once the work is screenshot, crawled or re-published, the system can directly locate the unique ID of the leaker[cite: 3]. 2. 4.1 Compliance Commitment / 合规承诺

Chinese: 本项目严格遵循《数码港创意微型基金(CCMF)-香港计划申请指引及需知》及香港相关法律法规，具体合规要点如下：

  1. 版权合规：所有作品由创作者声明原创，平台仅提供存证、展示等服务，不拥有版权；对侵权作品及时下架，配合维权；差异化版本生成不改变作品核心原意，不侵犯创作者版权。

  2. 数据合规：用户数据（实名认证、作品、资金信息）加密存储，符合香港个人数据保护条例（PDPO），不泄露、不滥用。

  3. 支付合规：整合合规支付服务商，严格遵循香港金融监管要求，杜绝洗钱等风险，契合香港Web3新政。

  4. 存证合规：对接香港合规区块链节点，存证凭证具备法律效力，符合香港《电子交易条例》。

  5. 其他合规：遵循搜索引擎优化规则，不采用恶意优化手段；AI模型应用符合香港AI伦理要求；广告投放仅为公益广告，符合香港广告法。

English: This project strictly follows the “Cyberport Creative Micro Fund (CCMF) - Hong Kong Program Application Guidelines and Notes” and relevant Hong Kong laws and regulations. The specific compliance points are as follows:

  1. Copyright Compliance: All works are declared original by creators, and the platform only provides services such as deposit and display, and does not own the copyright; infringing works are removed in a timely manner to cooperate with rights protection; the generation of differentiated versions does not change the core original meaning of the works and does not infringe on the creators’ copyright. 2. Data Compliance: User data (real-name authentication, works, fund information) is encrypted and stored, complying with Hong Kong’s Personal Data (Privacy) Ordinance (PDPO), and will not be leaked or misused. 3. Payment Compliance: Integrate compliant payment service providers, strictly follow Hong Kong’s financial supervision requirements, eliminate risks such as money laundering, and comply with Hong Kong’s Web3 new policy. 4. Deposit Compliance: Connect to Hong Kong compliant blockchain nodes, and the deposit certificates have legal effect, complying with Hong Kong’s Electronic Transactions Ordinance. 5. Other Compliance: Follow search engine optimization rules and do not adopt malicious optimization methods; AI model application complies with Hong Kong’s AI ethics requirements; advertising is only public welfare advertising, complying with Hong Kong’s Advertising Ordinance.

4.2 Risk Control Measures / 风险控制措施

  1. 技术风险：定期备份数据，搭建系统监控机制，及时处理故障；对接成熟区块链节点、支付SDK及AI模型，降低技术落地风险。

  2. 版权风险：持续优化AI语义比对、溯源模型，降低漏判、误判概率；建立人工审核机制，处理申诉案例；完善维权闭环，提升维权效率。

  3. 运营风险：明确创作者入驻规则，杜绝搬运、低质内容；建立用户反馈渠道，及时优化产品体验；监测SEO排名，应对排名波动。

  4. 评审风险：突出项目核心创新点及社会价值，提前准备评审应答话术，应对核心疑问；完善申报材料，确保与产品开发同步。

  5. 支付风险：严格筛选合规支付服务商，建立资金监控机制，确保资金安全、结算透明。6. 对抗性攻击风险：针对恶意爬虫及批量采集，引入“真人验证 Gate”（过马路小游戏），在内容入口侧切断机器抓取的可能性，保护原创内容不被恶意大规模爬取[cite: 3]。

English: In view of the possible risks of the project, the following control measures are formulated to ensure the smooth progress of the project and meet the CCMF review requirements for “implementability and stability” of the project:

  1. Technical Risk: Regularly back up data, build a system monitoring mechanism to handle faults in a timely manner; connect to mature blockchain nodes, payment SDKs and AI models to reduce technical implementation risks. 2. Copyright Risk: Continuously optimize AI semantic comparison and traceability models to reduce the probability of missed and wrong judgments; establish a manual review mechanism to handle appeal cases; improve the rights protection closed loop and enhance the efficiency of rights protection. 3.
